A daylong national dialogue on “Adaptive Approach for Long Term Delta Plan and Innovation for Addressing Water Management Issues in Bangladesh” has been organized by Center for Environmental and Geographic Information Services (CEGIS) in association with Bangladesh Water Partnership (BWP) on 28 September, 2013 at BRAC Centre INN, Mohakhali, Dhaka. Mr. Saikh Altaf Ali, Senior Secretary, Ministry of Water Resources, GoB was present in the inaugural session as Chief Guest. Professor Dr. M. Fazlul Bari, Member, Physical Infrastructure Division, Planning Commission and Mr. Md. Azizul Haque, Director General, Bangladesh Water Partnership attended the workshop as special guest. The workshop was chaired by Mr. Shahidul Hassan, President of Bangladesh Water Partnership. The participants from different renowned multi-disciplinary organizations like MoWR, BARC, BRRI, DoE, BWDB, IWM, The Netherlands Embassy, DoF, BIWTA, DWASA, BADC, FAO, IUCN, BUET, IWFM, WARPO and so on.

The program was covered in two sessions. The keynote presentation, discussion by designated discussants and open discussions on the key presentation were covered in the first session. On the other hand, the second part of the dialogue covered the technical session.

After recitation from the Holy Quran, the first session started with welcome address rendered by Dr. Khondokar Azharul Haq, Vice President of BWP. He cordially greeted all the participants for attending this program. He then gave a brief speech covering the rationale, background, and issues of the topic of the program. After his welcome address, the key presentation has been made in the session by Engr. Md. Waji Ullah, Executive Director, CEGIS. In his key presentation, he specifically mentioned the goal as well as the major objectives of the program. Later on, he shared his views and ideas in developing the Delta Plan in a participatory approach to make it more effective during implementation. After the presentation, four designated discussants discussed and share their opinions and views regarding the concerned issues. Dr. Samar Kumar Ghos, Joint Chief, General Economic Division, Planning Commission; Dr. Md. Abdul Matin, Professor, Department of Water Resources Engineering, BUET; Mr. Md. Shahjahan, Director (Planning), WARPO and Dr. Sultan Ahmed, Director (JS), Natural Resources Management, DoE have individually shared their views, ideas along with some major suggestions for incorporation in planning of Delta issues. The discussion has been followed by open discussions, where the participants spontaneously rendered their ideas and views as well. Among the participants, Mr. T. A. Khan, Executive Secretary, BWP; Mr. Giasuddin Ahmed Choudhury, Adviser, CEGIS; Dr. Emaduddin Ahmed, Consultant, IWM; Mr. H.S. Mozaddad Faruque, Water Resources Expert, CEGIS; Mr. Abu Saleh Khan, Deputy Executive Director (Operations), IWM; Mr. Zahirul Islam, Chief Planning, BWDB; Ms. Kamrun Nahar Khanam, Additional Secretary, MoWR and many others shared their ideas and suggestions on the discussed topics. After the open discussions, Special Guest Mr. Md. Azizul Haque, Director General, BWDB and Special Guest, Professor Dr. M. Fazlul Bari, Member, Physical Infrastructure Division, Planning Commission; Chief Guest Mr. Saikh Altaf Ali, Senior Secretary, Ministry of Water Resources and Chairperson, Mr. Shahidul Hassan, President, BWP delivered their valuable speeches on the concerned issues.

The second session of the program covered the technical session. This session was chaired by Dr. M. Monowar Hossain, Executive Director, IWM. Mr. Malik Fida A Khan, Director, Climate Change Study Division, CEGIS; Mr. Md. Zahirul Haque Khan, Director, Coastal, Port and Estuary Division, IWM and Mr. Saiful Alam, Principal Scientific Officer, WARPO delivered their individual presentations on different issues relevant on the Delta Issues. After deliberation of their presentations, the floor were opened for the participants for sharing their ideas and views. The participants spontaneously shared their suggestions on the three presentations which have been delivered individually by the presenters. Later on, the Chairperson, Dr. M. Monowar Hossain made the concluding remarks on the issues which have been discussed in both the sessions. He then thanked all the participants, the organizers and guests for making this dialogue an effective and successful one.
